Bidding Announcement for Demonstration on the environmentally sound management of hazardous antifouling paint in ship dismantling industry under the project “Alternatives to DDT Usage in the Production of Antifouling Paint”
Ministry of Environmental Protection (formerly State Environmental Protection Administration) has developed a project titled “Alternatives to DDT Usage in the Production of Antifouling Paint” in cooperation with the United Nations Development Program (UNDP).The key objective of this project is to take measures to eliminate the use of DDT in the production of anti-fouling paints, promote sustainable alternatives in replacement of DDT/TBT based anti-fouling paints, and decrease adverse impacts of production and usage of antifouling paints to marine and ecological environment.
A large amount of toxic antifouling paint residues and wastes are generated during the ship repairing and dismantling process. An improper operation of ship maintenance and dismantling will release those toxic antifouling paint and hazardous waste into the environment and cause secondary pollution in the environment surrounding the shipbuilding and shipbreaking facility, which will threat the health of operators and workers. It was regulated in "The International Convention on the Control of Harmful Anti-fouling Systems on Ships " and "The Regulations on Administration of Prevention and Control of Pollution to the Marine Environment by Ships” that shipyards and ship-breaking yards should be equipped with proper antifouling paint waste reception facilities to protect safety and ensure the removal, collection, treatment and disposal of antifouling paint be operated in an environmentally sound way. However, there is still a lack of recognized scientific methods and standards on the removal, collection and treatment of the toxic and harmful substances containing antifouling paint in the world.
In order to reduce the environment pollution from toxic antifouling paint waste and its impact on human health threats, the project will support a trial practice on the safe protection and environmentally sound waste management in the typical ship-breaking yards to improve the capacity for paints containing toxic and hazardous waste in the shipbreaking industry, and to provide a specific and feasible method to manage the anti-fouling paint waste in an environmental sound way.
To demonstrate the safe protection and environmental sound waste management in the shipbreaking industry and reduce the environment pollution from toxic antifouling paint waste and its impact on human health threats.
3.1 To collect the existing regulations related with toxic antifouling paint, including the international conventions and domestic laws and regulations, technical standards, guidelines and other methods, and to analyze the weakness of toxic antifouling paint waste management in the shipbreaking industry, and propose a demonstration plan on safe and environmentally sound resolution on toxic substances and antifouling paint management in the whole process of ship-dismantling. The contents of plan should include but are not limited to:
·list of hazardous substances as antifouling paint;
·sampling and testing;
·residual paint removal, waste collection, identification, storage, transport and disposal;
·waste gas collecting and purifying;
·health protection of the relevant operators
·design and construction plan of the facility for treatment of ship hull with toxic coatings, including detailed civil construction design, equipment specifications, installation and commissioning plans, etc. for ship dismantling technology upgrade
·Evaluation /acceptation criteria
3.2 To construct a demonstration facility to handle ships with toxic paint, which is required to achieve the effective removal of paint residues, waste collection, storage, labeling and disposal waste collection and disposal, to collection and purify the waste gas in a confined space and ensure operators' safety and health.
3.3 To operate the safe protection and environmentally sound handling toxic antifouling paint in the dismantling of at least one abandoned ship (no less than 10,000 light displacement ton) before the end of the project, in strict accordance with the above scheme and record the operating process and parameters, including cost accounting.
3.4 To summarize the demonstration experience and prepare an operation manual on the safe protection and environmentally sound management of antifouling paint and related waste in the shipbreaking industry.
4. Implementation duration
This project is expected to commence in September and be completed by December 31st, 2013.
The bidder (including primary party of the consortium) shall be qualified for:
·The enterprise should own ship dismantling sites and facilities licensed by the government departments. Enterprises with ISO14001 and OHSMS18001 system certification will be advantageous,
·The enterprise should propose a commitment for the civil construction for demonstration facility and workshop, operation with the co-finance fund and other possible supports. Considering the duration of this project, enterprises owning workshop that can be reconstructed to a demonstration facility for handling ships hull with toxic paint will be advantageous.
