RUI-Policy Framework Evaluation Consultant Preparation of the China Contaminated Sites Cleanup Project

The Foreign Economic Cooperation Office has received financing from the World Bank toward the cost of the China Contaminated Sites Cleanup Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include identify gaps on policy/regulation/technical guidelines and propose a set of them for development under the GEF Project. This assignment will also make recommendations on the applicability of the four technical guidelines that have been drafted by MEP (Ministry of Environmental Protection) on the next.

The Foreign Economic Cooperation Office now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

i.More than 5 years of Eexperiences of research on policies/regulations/technical guidelines on contaminated sites;

ii.Be familiar with the requirements of Stockholm Convention, and have background in field of POPs.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January, 2011(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Selection based on Consultants’ Qualification method set out in the Consultant Guidelines.
