REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES International consulting Expert on Green Sustainable Remediation for GEF China Contaminated Site Management Project)

I.Project background

 

To meet relevant requirements of the National Implementation Plan (NIP) for Stockholm Convention on Persistent Organic Pollutants (POPs) to control and gradually eliminate the potential environmental safety risk of POPs contaminated sites and protect the ecological environment and human health, Foreign Economic Cooperation Office (FECO) cooperates with the World Bank to implement the China Contaminated Site Management Project (hereinafter referred to as the project). The project was approved by the Bank and GEF in April 2015 and is expected to become effective in September 2015 and be implemented over a seven year period till 2021. The international implementation agency of GEF is the World Bank, and the national implementation agency is FECO. Chongqing Municipality and Liaoning Province are the demonstration provinces under the project. The project aims to improve the country’s capacity for managing site contamination, and demonstrate environmentally sound identification and cleanup of sites contaminated with POPs and other hazardous chemicals.

 

In order to effectively organize and implement the project activities, it is proposed to employ an international expert with international and domestic experience in site green sustainable remediation (GSR for short). The expert is expected to provide sound technical support and guidance to FECO project team during implementation of the above project activities. The expert’s existing job must not obstruct the performance of service provided for this project, please find detailed qualification requirement in the Terms of Reference (TOR).

 

FECO hereby invites eligible experts to provide resume, the resume should include information demonstrating the expert has the required qualifications and relevant experience to perform the services. Please find the format of the resume in the attached file.

 

II.Scope of Work

 

The work scope includes but not limited to:

1.Prepare report on the research development on remediation technologies of typical sites contaminated by POPs, including the detailed contents of remediation technologies.

2.Prepare report on abroad and domestic technologies on risk management and control.

3.Provide technical comments for the development of contaminated sites remediation related technical guidelines.

4.Attend international workshop, training, World Bank’s implementation support missions (≥2 times per year), and technical discussions and coordination of key problems as needed.

5.Review demonstration plans and Visit demonstration sites (≥1 time per year), to support the remediation demonstration using international experience, including from the perspective of management, financing mechanism, remediation technologies, etc. Draft the Terms of Reference (TORs for short) or other technical documents for FECO.

6.Review and provide comments on the relevance and quality of the technical part of policy recommendations, training materials, output reports of key project activities, and other documents drafted by FECO, Chongqing PMU and Liaoning PMU

7.Other consultancy work related to site remediation in the project activities as requested by FECO.

 

III.Qualification requirements

 

(1)The expert taking on this assignment shall meet the following requirements:

1.Be familiar with the requirements of Stockholm Convention with background in field of POPs;

2.More than 15 years of experiences of cleanup and management at contaminated sites and prefer to rich experience with POPs contaminated site investigation and remediation;

3.More than 3 years of practice experience on green and sustainable remediation of contaminated sites;

4.Familiar with China’s existing regulations/technical guidelines on site cleanup and World Bank’s safeguard policies and performance standards on environmental and social sustainability;

5.Prefer to good communication skills in Chinese and English.

 

IV.Time requirements

 

The consulting service will last from April, 2018 to March, 2020.

 

V.Others

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January, 2011(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

An international expert will be hired for this assignment through Individual Consultant selection.

This assignment will be a lump-sum contract from March 2018 to March, 2020.

Travel cost will be reimbursed against actual expenditures.
