Convention on Biological Diversity and Cartagena Protocol on Biosafety

China signed the Convention on Biologcial Diversity at the United Nations Conference on Environment and Development in 1992, and ratified the Convention in 1993. The Chinese government attaches great importance to the implementation of the Convention, and adopted a series of actions and approaches to fulfill its commitments to the Convention. China has set up its National Coordination Group for implementation of the Convention, which is composed of 24 ministries, commissions and other institutions, with the Ministry of Environmental Protection (MEP) as the leading agency.

As mandated by MEP, FECO is in charge of development, implementation and management of GEF, bilateral and multilateral projects in the field of biodiversity conservation, the sustainable use of its components, access to and benefit sharing of genetic resources, bio-safety and management, adaptation and mitigation of climate change and ecological protection in rural areas. FECO is also mandated to provide support to the National Coordination Group in capacity building and other daily operations.
