To facilitate Lancang-Mekong environmental cooperation 

From March 23 to April 1, the Green Lancang-Mekong Initiative––Capacity Building on Industrial Environmental Governance/Water Environmental Monitoring was held in Nanning, Guangxi, marking the first learning exchange activity on Lancang-Mekong environmental cooperation under the “Green Lancang-Mekong Initiative: Lancang-Mekong Environmental Cooperation Scholarship Programme––Bossco Scholarship”. Representatives from the environmental authorities and relevant departments of Cambodia, Laos, Myanmar, Thailand and Vietnam attended the nine-day exchange activity, including 14 courses and 16 field visits.

I. Opening ceremony
On March 23, the opening ceremony of the Capacity Building on Industrial Environmental Governance/Water Environmental Monitoring under the Green Lancang-Mekong Initiative took place in Nanning, Guangxi. As the first practice of the “Green Lancang-Mekong Initiative: Lancang-Mekong Environmental Cooperation Scholarship Programme––Bossco Scholarship”, this capacity-building project aims to support Lancang-Mekong countries to cultivate environmental protection talents, promote environmental technology development and exchanges, and jointly build an environmental cooperation platform.

 
Mr. Tan Chengrong, Dean of the School of Light Industry and Food Engineering of Guangxi University, facilitated the opening ceremony. Distinguished guests delivered speeches on prospects of Lancang-Mekong environmental cooperation, including Ms. Li Xia, Director of the International Environmental Cooperation Center/Lancang-Mekong Environmental Cooperation Center, Mr. Deng Chaobing, Chief Engineer of Guangxi Department of Ecology and Environment, Ms. Wang Bei, Deputy Director General of Guangxi Department of Science and Technology, Mr. Ma Shaojian, Vice Rector of Guangxi University, Mr. Bounleuan Chanthachack, Deputy Director General of Department of Waterway of the Ministry of Public Works and Transportation of Laos, and Dr. Song Hainong, General Manager of Guangxi Bossco Environmental Protection Technology Co., Ltd. Representatives from the environmental authorities and relevant economic departments of Lancang-Mekong countries introduced respective environmental status and governance needs, laying the foundation for future cooperation and exchanges.

II. Learning Exchanges
As an old saying in China goes, it is better to teach a mean to fish than to give him a fish. The philosophy of ecological civilization embodies the fundamental strategy to promote green development. The Green Lancang-Mekong Initiative: Lancang-Mekong Environmental Cooperation Scholarship Programme––Bossco Scholarship will enhance the national environmental governance capacity of Lancang-Mekong countries by providing a total solution of technology, talent and capital in the field of green development.


The Learning exchange encompassed courses catered to the actual needs of Lancang-Mekong countries, including the sharing of experiences and technologies on governance of industrial environment and urban water environment. The lectures were provided by senior experts from Guangxi Department of Ecology and Environment, Guangxi Water Association, Guangxi Environmental Monitoring Center, Nanning Bureau of Ecology and Environment, Guangxi Bossco Environmental Protection Technology Co., Ltd., Guangxi Lvcheng Waterworks Co., Ltd. and Guangxi University.
Field visits
Based on delicate learning exchange courses, field visits were arranged in close connection with the theoretical content. Participants paid visits to Guangxi Department of Ecology and Environment, Guangxi Environmental Monitoring Center, industrial parks and urban sewage treatment plants, and demonstration sites for township domestic sewage treatment and black-odor water treatment, landscape aquatic ecosystem restoration, in order to share Guangxi's technologies of industrial park wastewater treatment, urban and rural domestic sewage treatment and China's management experiences and technical practices in water environmental governance.

III. Closing ceremony
On April 1, the closing ceremony was held in Nanning, Guangxi. Dr. Wen Zhuqing from the International Environmental Cooperation Center/Lancang-Mekong Environmental Cooperation Center facilitated the meeting. Mr. Ou Bo, Deputy Director General of Guangxi Department of Ecology and Environment, and Dr. Song Hainong, General Manager of Guangxi Bossco Environmental Protection Technology Co., Ltd. delivered speeches and issued certificates of completion to delegates from Lancang-Mekong countries participating in the capacity-building activities.
Mr. Ou Bo said that the research activity is the first advanced training on environmental management held in Guangxi for Lancang-Mekong countries, and it represents a concrete practice to implement the Green Lancang-Mekong Initiative and develop mutual learning. He called on Lancang-Mekong countries to carry out similar activities, strengthen technical and information exchanges, and deepen pragmatic environmental cooperation.
Dr. Song Hainong said that Bossco upholds the philosophy of green development and lays out the strategic goal of globalization. This activity enables participants from Lancang-Mekong countries to learn, investigate and exchange, and with this as a new starting point, Song hoped to strengthen communication, so as to open up new insights on China's water environmental governance, explore environmental cooperation with the Chinese Government, and bring forward specific cooperation projects, creating a new pattern of Lancang-Mekong environmental cooperation.

Participants from Lancang-Mekong countries expressed their opinions, highlighting that they learnt a lot about China's experiences and practices in environmental protection through rich courses, ranging from theory to practice and from case sharing to field visit.
This is a very exciting and grateful journey. China's development and practice of holistic sewage treatment concept is very useful for Cambodia.
The training encompassed very rich curriculums, comprehensive practical cases and project site visits. It is a very memorable and precious learning process from which we can learn a lot. It is also of constructive significance for future sustainable development of our country.
Lessons learnt from the advanced cases of industrial wastewater treatment and municipal sewage treatment can be applied to many industrial fields in Laos. This series of visits will also help improve our governance capacity in this field.
Through this training, we have learned not only a lot of theoretical knowledge, but also practical experience, including environmental laws and water system management of Lancang-Mekong countries and applications suitable for wastewater treatment and water environmental monitoring in Thailand.
Through this training, I have deepened my understanding of water environmental governance technology and China's water environmental monitoring system and specifications. This is of far-reaching significance to carry out more training, exchanges and environmental cooperation.
This activity has further enriched the network of Lancang-Mekong environmental cooperation, and enhanced the communication and cooperation and thus improved the capacity of Lancang-Mekong countries in environmental governance. At the same time, the project helps facilitate the implementation of the green Belt and Road Initiative and the UN's 2030 Agenda for Sustainable Development in the Lancang-Mekong region.
